The preferred option for sending commercial proposals is the universal PDF file format. Main advantages:

The PDF looks presentable.
PDF allows you to create high-quality document layouts with graphic elements.
The PDF displays the design and text correctly and without any glitches.
PDF does not have wavy underlines like .docx and doc. This indicates possible errors in the text and alerts the client.
It's easier to integrate professional design into PDF.
PDF is ideal for reading on mobile devices. Visually, the design looks brighter than in other formats.
Often, a price list is sent along with a commercial offer from a company, which needs to be regularly adjusted. Therefore, it is better to make a similar version of the design and layout in MS Word. Change the data and save it in PDF format to send to clients.
The heavier the PDF document, the more time it takes to open and download, especially on mobile devices. This should be taken into account when sending your CP to clients.

Many companies now use special equipment penetration data and software that allow scanning documents and immediately formatting them into PDF.
